BDSI import: Add default rolling stock

Journey patterns created through BDSI import have no rolling stock id and cannot be exported for RIV. The user must be able to define which rolling stock must be used by default, based on the line id, as a parameter of the BDSI import.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
