Set a fixed time for a service creation including all stops without time (Incremenral API import)

Currently if a service creation is sent without time for stops, it attributes the current date and time to the first stop.
An increment of two minutes is allocated on the following stops.

-> problem for automatic tests
Set a fixed time (6:00 am for example) is easier to test.
