Default calendar on scenario_save

A call to scenario_save to create a message will not create a default calendar, and so the message will not be published as-is.

A default calendar available all the time should be setup if the scenario has none.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
