Merge 3.11/655_remote_bdsi into 3.11/sprint

Treat input _database parameter as a full DB URL instead of just a DB name.

Retrieve the plain database name info from IneoBDSIQueryExecutorProvider to avoid tunneling down this param multiple times to many methods.
