#707 Fix behaviour for ANS real-time update in legacy VDV453 server implementation

Quick fix that just aligns code behaviour with what should be done for ANS.

The comment was already correct, but the code was not up-to-date...

No UT done since this is code that should become obsolete with the new VDV implementation, only manual testing has been performed.
