Import VDV454.

Missing features and bugs:

Local transport data structure is not implemented
Several "TODO REMOVE" for debugging still exists
Empty schedules times generated sometimes
Network is not copied properly some times.
Check with RIV-REF matching not fully tested
Cleanup of code not done.
